This pull request updates the ui.loadingPhrases setting by changing its default value from "tips" to "off". The description for this setting has been updated across the documentation, the settings schema, and the JSON schema files to replace "both" and "nothing" with "all" and "off" respectively. Corresponding unit tests were also updated to reflect the new default value. I have no feedback to provide.
