Add Valohai ML Platform Agents - Migration and Configuration Assistants

Adds 6 agents for working with Valohai, an MLOps platform for running ML experiments in the cloud.

Agents

• valohai-yaml-step - Create valohai.yaml step definitions (Docker image, commands, parameters, inputs/outputs)
• valohai-migrate-parameters - Migrate hardcoded hyperparameters to Valohai-managed parameters via argparse
• valohai-migrate-metrics - Add JSON-based metrics tracking for experiment comparison and visualization
• valohai-migrate-data - Migrate data loading/saving from cloud SDKs (boto3, GCS, Azure) to Valohai inputs/outputs
• valohai-project-run - Set up Valohai projects and run executions/pipelines via the vh CLI
• valohai-design-pipelines - Analyze ML project structure and design multi-step Valohai pipelines
