Drafts are marked as such and are not subject to merging/check. On an open PR page, there is a link to convert from/to a draft, available to submitter and admins only. To implement this feature, the issue DB flag 'open' is deprecated (not used anymore) and replaced by a 'status' tag that may take values open, closed, draft and merged. The database setup program performs the open-->status update if not already done. The 'open' field is nevertheless still retained in the field list of a new database for the sake of the update function. As a side effect of this commit, merged PRs are marked as such, although nothing interesting appears on the PR page due to the current PR/diff strategy. Merged PRs are considered as closed.
