fix(compat): set correct version for @webpack-cli/package-utils extension

What's the problem this PR addresses?

I broke the build in #2515 but for some reason it's still a exit code 0.

The latest tag for @webpack-cli/package-utils points to 1.0.1-alpha.2 but it's actually 1.0.1-alpha.4 that we need to target

How did you fix it?

Update the version for the package extension to @webpack-cli/package-utils
