Update Ruby to 3.4.2

Bumps the Ruby version from 3.3.6 to 3.4.2 across all version specifier files.

Changes

• .ruby-version: 3.3.6 → 3.4.2
• .tool-versions: ruby 3.3.6 → ruby 3.4.2

No CI workflow changes needed — the matrix already includes "3.4", which resolves to the latest 3.4.x patch via ruby/setup-ruby.
