…ann/main Cleanup project structure
No need for MANIFEST.in file. The included data isn't even present in the current repo. Fixes `warning: no files found matching 'src/spotPython/data/*.csv'` in the CI builds.

Remove the
MANIFEST.inandtox.inifiles which are not necessary.
