feat(ruby): add rtk tapioca filter for Sorbet RBI generation

Summary

• Add rtk tapioca filter for the Sorbet RBI generator — strips Compiling/Loading/Fetching progress lines, keeps errors, warnings, and Done summary (~98% reduction)
• Supports tapioca gems, tapioca gem <name>, tapioca dsl, tapioca annotations
• Hook rewriting covers tapioca, bundle exec tapioca, and bin/tapioca

Test plan

• cargo fmt --all && cargo clippy --all-targets && cargo test
• Manual testing: rtk tapioca gems and rtk tapioca dsl verified against a production Rails/Sorbet project
