Overview
Adds a new REST API definition for GET /v1/cluster/certificates, including auth scope view_cluster_info and a new ClusterCertificatesResponse schema.

The new response schema enumerates multiple cluster certificate/key fields (API, proxy, internode encryption, LDAP client, metrics exporter, SSO, syncer, and mTLS CA), marking them as optional via x-omitempty.
