Add support for Bazel 9, so downstream projects consuming the project through Bazel can upgrade.
Changes are limited in scope to Bazel related files. Tested backward compatibility with Bazel 7.x and Bazel 8.x (
bazel build //....andbazel test //...still pass on those prior versions).
