This PR adds a bit of additional complexity to the Local backend system. It allows a user to configure a Local backend task through the standard VSCode task system and launch it. The user may attach to this backend either by switching to local mode or by clicking "Attach" when prompted. This PR still allows the task to be launched automatically through the previous means.
