Add clangpdb building, on Windows, using the VS2022 tools, targeting ARM64 and AMD64.
AMD64 has some stubs, for now (assembly not yet merged from closed source).
Drop ARM32.
The Linux pipeline does not quite work so is disabled, err, not included.
