I'm having trouble finding any team that can support us with this issue.
This PR is meant to supersede #72
This is a new CodeQL automation, to not complicate the existing workflow.
This new workflow will scan the full repo for python files.
It also creates a temporary "hello world" python file meant to allow the scan to complete even if files aren't present.
