Bump the cargo-deny-action GitHub Action from v1 to v2. In recent times the audit workflow failed due to what looked like outdated Rust toolchain usage and the v2 action ships a more up-to-date version. While at it, split the command arguments into the dedicated `command-arguments` input instead of stuffing everything into `command`, which seems to be the intended usage.
