As a side-effect, get rid of (deprecated) pyOpenSSL dependency. Rather provide the library with a standard pem certificate. Maybe support DER binary format one day?

Tax level types as per https://www.dian.gov.co/fizcalizacioncontrol/herramienconsulta/FacturaElectronica/Factura%20Electrnica/Anexo%20Tecnico%20001%20Formatos%20de%20los%20Documentos%20XML%20de%20Fac-e%20V2.pdf include Representation types, liability types, customs users types and establishment types.
They don't include party types.
Only from some examples can I understand thet they do include the simplified version of tax levels (
0or2), however tax level (8.10) table does not includeO-11, so it was eliminated.
