Patch Github New Pull Request Redirect

This is a TamperMonkey script that patches the new pull request links so then don't go against an upstream repo by default.

Development

1. Install asdf via https://asdf-vm.com/guide/getting-started.html.
2. Install the the node tool version via asdf install nodejs
3. Run npm install to install the required packages.

Testing

1. Run npm run test.
