Updated metadata for Access to Mental Health Providers, including new data sources and processing methods for 2025. Added details on travel time metrics and geographic boundaries.

@adrita13, nice work! The data looks good, and I can see the variables are input correctly in the CMS registry. Please address these items to finalize this PR:

  • Standardize Scripts: In the metadata documentation, tract2county is indicated is being available at scripts/-tract2county.R., but that doesn't exist anymore. And, I see an additional reference/script in this version. Either update the metadata documentation, add the scripts you generated to the 'tract2county' script, or clarify further.
  • If you choose to keep the mental health facility tract-> county script, please add comments in the scripts to indicate authorship and date. Reference the data source (in this case, data available on OEPS that was from SAMSHA originally, for example). Also, please change the name of the script to be more consistent with the goals. For example, since the goal here is to aggregate up to county, 'aggregate_MHFacility.R' or "MHfacility_tract2county.R", etc.
  • PR Clarification In your ticket, you don't specify if the data is a new or old measure. (Also, many sections were not completed; see sections where you were to remove text and write your response. Please update. For ex, specify "new" and indicate the spatial scale, variables, and provide a link to the data in the right Github branch. In future PRs, please copy/paste the core information (ex Summary, Data Sources, Processing Notes, Data Limitations) from the ticket summarizing the processes so it's easier for the review team.
  • Data note: Please remove 'TotTracts' -- we won't need this moving forward as it's repetitive
  • Metadata Update: It could be helpful to add a county or state-level image?
  • Metadata Registry: I'm not sure why, but the Metadata registry doesn't show up at all, when looking at the CMS? It seems to only be this branch. Could you check on your end, and then check with @ywkim312 if needed?

Added a screenshot to the Access Mental Health document and updated the reference to the R code location.
Added metadata information including author, date, and data source.

I made all the requested updates. For 'TotTracts,' I'll keep this in mind for future updates; I don't want to tamper with the data files now (as same-name variable IDs don't repeat when merged).
