Closing this one for now instead of merging it on green checks alone.

The dependency itself only affects the optional typecheck:fast path via tsgo, and that path is not part of the current CI contract. Because of that, a passing PR pipeline here does not actually prove the upgraded tool works in the only place it matters for this repository.

I would rather reintroduce this through a deliberate follow-up once typecheck:fast is either covered in CI or we decide to drop that path entirely.
