Problem: Automated tools like GitHub's dependabot use topic branches in the main repo when creating pull requests, but RFC 1 forbids this use case. Relax the requirement that topic branches are not to be used for any reason, and allow them in the case of bots and automated tooling. Add an example of `dependabot/*`.
