update library to use latest fastapi and pydantic + pydantic settings#62

There is a current bug that pydantic has refactored to use a separate settings package, and this breaks the original start of the server. I prefer to keep things updated with the latest, so this round of changes unpins fastapi and pydantic to use the latest and adds pydantic-settings Signed-off-by: vsoch <vsoch@users.noreply.github.com>
