Is there a mvn command to build/run jsign from source?
Then I could avoid the package step and it would be even faster.

There is no command to run Jsign from Maven. That may be possible with the exec-maven-plugin but the syntax would be cumbersome, the package+run approach is easier I think.

No need to use -B, the batch mode is rather for the CI builds. Also a single invocation is faster:
mvn clean package -DskipTests
