This changes janus_cli to make the configuration file argument optional, and add new aggregator API URL and authentication token arguments. So far, I have only added support for executing one of the subcommands via the aggregator API.
I'm going to hold off until we migrate the aggregator API crate from Trillium to Axum, to avoid creating more tests to migrate.
