Adds commands to Makefile to serve locally using Docker#16

Not everyone wants to install a complete build of jekyll only to develop content for this site. Serving the site through a Docker container for Jekyll reduces this to pulling the container and running jekyll inside of it, at least for those who already have Docker installed.
