Fix cf pushapp for cf cli v8

Description

Since the update to the CF CLI Version 8, the Client tried to use the CC v3 API.
A backport vor v7action was done, together with a better detection of LogCache-Endpoints.

Motivation and Context

• Being able to Push Apps directly through Stratos again
• Resolves (issue 49)[https://github.com/App Deployment via stratos is failing #49]

How Has This Been Tested?

• start stratos locally or use an existing deployment
• use (cf-example-staticfile)[https://github.com/govau/cf-example-staticfile] for start a deployment

This Fix is not 100% complete.

What still doesn’t work, is the Update of the FrontEnd after the Deployment is finished.

The Summary Buttons are still deactivated even where the Notification recognizes the deployment.

So there must be a Problem here i guess: If anyone is able to look at this, we would greatly appreciate some input from the community

Testing this on the cloudfoundry/stratos develop branch (compiles fine). Can you create a PR on https://github.com/cloudfoundry/stratos/tree/develop (without the go.mod/go.sum changes) or can I make the PR based on the four go files for you?
