implement changes to the vanilla bugfixes code to allow for customization on what to do with the hardlock bugs.
apply patch values to the rom
remove crash handler code and toggleable crash fixes code from vanilla_bugfixes and tidy up the remaining fille
wrong return instruction.
add upgrade code for new toggles

this will make it easier if the crash-handler ever needs to be moved.
push the variations other than default (death) to the download page..

This removes the crash fixes out of vanilla_bugfixes and splits them into separate files + base handler (message boxes common to all patches)
If the preset "crash" (vanilla) behaviour is selected nothing is applied
There's a location patched in rom that uses the 4 nibbles of a word to dictate the behaviour of the crash handler (fix / warn / silent)
