Consolidate Base chain API reference into a single unified section
Split the monolithic JSON-RPC reference into 35 individual method pages, added Flashblocks-specific behavior sections directly to the 8 standard methods that support "pending", moved all Flashblocks-exclusive methods (eth_simulateV1, base_transactionStatus, WebSocket subscriptions) into the same reference directory, and removed the separate Flashblocks API reference page. One place for all callable methods; Flashblocks section is now integration-only.
