Wires the tab-list plan-toggle button shipped in PR-1 to an actual overlay. PlanReviewWidget mirrors FoldPlaceholderWidget: a full-pane widget that reads cached plan contents off the tab and renders them line-by-line in monospace. TogglePlanView flips plan_visible and lazily loads the file; SetPlan invalidates the cache. Escape closes the view.
