Added new ipwr database functionality.
The new database is stored in a parquet file because the file size is significantly smaller than the hdf5 database and because the new database is generated using PARCS instead of SIMULATE. Any mention of 'nuscale' was changed to 'ipwr' to remain as
generic as possible. Users can elect to use of old database through ipwr_database_legacy but it is highly recommended that they use the new version.
The only functional code change is in nuscale_lut.py where a new execution path is added to read from the parquet file.
