Fix Python PostCommit Flink runner log spam switching to simple logger

Logs emitted from org.apache.flink.runtime and a few Flink logger does not honor sdk_harness_log_level_override. Use simple logger and job_server_jvm_properties to set log levels instead, as done in #37313
