This is not a tool, nor a ruleset. It is a description — of what is already operating when humans and AI work together.

The protocol was not invented. It was discovered.
起点是一个实际问题：用AI做事，效率极低。原因不是AI不够强，是每次对话都要从零开始建立共识。
人类社会有法律、有语言规范、有协作规则，才能大规模协作。人与AI之间缺少这套东西。
然后发现：其实协议从第一行代码开始就已经在运行了。语言、工具、结构、交互方式——这些不是设计出来的，是在使用中自然落定的。
要做的不是创造协议，而是把已经在运行的东西命名出来。
The starting point was a practical problem: working with AI is inefficient — not because AI is weak, but because every conversation rebuilds consensus from scratch.
Human society scaled through laws, language norms, and shared rules. That layer is missing between humans and AI.
Then came the realization: the protocol was already running from the first line of code. Language, tools, structure, interaction patterns — none of these were designed. They emerged through use.
The task was not to create a protocol. It was to name what was already there.

中枢（zhongqu）是执行器，协议是上位法。
协议不被中枢管理。中枢读取协议，用协议约束自己的行为。
zhongqu is the executor. The protocol is the higher law. The protocol is not managed by zhongqu. zhongqu reads the protocol and constrains itself accordingly.
