Revert Django pin to match declared <3.0 support
The new pin to django==4.2.28 conflicts with the project’s own dependency spec in requirements/django.in (Django>=2.2,<3.0 on line 8). That means installs via requirements/django.txt (pulled in by requirements/test.in/doc.in) now use a Django major version the project explicitly excludes, so CI/test environments will run against an unsupported API surface and can fail even if production still uses the <3.0 range. Either update the supported range in django.in (and ensure compatibility) or keep the pin within <3.0.
