Added "htk.py", "janus.py" and "pfile.py" to the "fileutils" package.

Added the "fileutils" package.
This package is intended to contain Python classes that can read/write certain file types.
For now, it contains "TextGrid.py", which handles TextGrid annotation files produced by Praat.
