Requires Automake ≥ 1.11. Fixes ‘make check’ on Automake ≥ 1.13, which always enables the parallel test harness, which does not support this usage of TESTS_ENVIRONMENT. Signed-off-by: Anders Kaseorg <andersk@mit.edu>
