Apply new publishing

This PR applies new SpinePublishing which makes the test libraries introduced by CoreJvm lose the spine- prefix.

Now the artifacts of the test libraries look like this:

• io.spine.tools:core-testlib:$version
• io.spine.tools:client-testlib:$version
• io.spine.tools:server-testlib:$version.

This matches our convention for other tool artifacts.
