ControlLight first release

• control light sources with ON/OFF signals (parameters include delay, ON duration, period, intensity values when ON (PWM))
• Firmware is Arduino based, control via serial or via python using the library ControSerial
• allows to set-up trigger signal for a camera to sync with the light excitation
• basic tests
