Adds a metadata validation workflow for skill definitions. This is a standalone workflow that doesn't affect any existing code or release process.
What it does:
Fully reversible—just remove the workflow file if needed. Happy to fold this into an existing workflow or point it at a different path if you prefer a different approach.
