Fix Omissions and Bugs in README for Clean LTS and Latest ER-Force Sim

This PR addresses a few missing items when setting up on a totally clean machine on Ubuntu 24.04 LTS.

Issues:

• net-tools is not installed by default and needed for the multicast script
• Our direction to install ER-Force simulator dependencies are out of date, see main
• Docker permissions are broken by default

Fixes:

• add net-tools to the "install non-ROS dependencies" step
• update ER-Force sim deps from their COMPILE.md document
• provide example Docker permission error and instruction to fix it
