Destroys Howler From the Codebase, Adds Durkehiet as a new and Improved Vulp Beverage

What Does This PR Do

Deletes Howler from the codebase.

Replaces Howler with Durkehiet.
The effect has been changed. Instead of just making you howl and slightly healing toxin damage, it now heals 3 toxin and adds 0.4u spaceacillin to the user per cycle, leaning into the theme of Durkehiet being a traditional medical remedy.

Why It's Good For The Game

Howler is a drink that was connected to vulps purely by the fact that vulps can howl. Also it's a Harry Potter beverage. Furthermore, the effect was extremely lackluster compared to the rather powerful effects that the other species drinks provide.

Durkehiet is also grounded firmly in Vulp lore, a worthy drink.

Made Durkehiet in the bar, drank it to heal toxin, saw I also had spaceacillin in me.

The new recipe is two parts vodka to one part each of triple citrus and honey.

I'd need to have a place to put the bottle - the drink is powerful enough that I don't think it should be in the booze-o-mat.
