What Does This PR Do
Part of the Event Extravaganza event.
This PR adds the Grid Check event. Something happened in the station's power grid necessitating a complete reboot of the system. The announcement will play, then 10-15 seconds later, all non-AI non-telecomms and non-engineering APCs will immediately flip their main breakers to off. Sometime between 30 seconds and 2 minutes later, the APCs will re-enable their breakers. Both of these effects occur with a sound effect.
This event has the same weight and chance as the APC short event. It is a MODERATE tier event with a weight of 12.
Why It's Good For The Game
More events good. Variety of power-related events that doesn't make engineering want to commit russian revolver.
Testing
Ran the event. It got dark. I got scared. Then it wasn't dark anymore.
