Reverting Node install step

Changes

• A forceful Node installation step was previously added to address the SHA-512 mismatch issue for the newly supported Node version in vcpkg. Since this fix has already been accepted and merged and is included in the latest vcpkg release, this workaround is no longer necessary.
• Added FORCE_JAVASCRIPT_ACTIONS_TO_NODE24: true to force actions to use Node 24 (If not migrated).
