Enabling googletest to be latest version
Description
Removes NAMESPACE_TEST throughout repo. This enables SSC to use latest Gtest.
Once merged, we need to update SAM's wiki build instructions.

Unit Test Impact:
Converted NAMESPACE_TEST() macro tests to TEST(). No tests were added or removed.
