draft lip-ageverif: local child protection without internet age verification

This PR adds a new draft proposal in lip-ageverif.md for a Lugano approach to child protection that does not rely on mandatory online age verification.

The proposal argues for a constructive alternative based on:

• OS-level and browser-level safeguards on managed devices
• network-level filtering in schools and other managed environments
• local control by parents, schools, and educators
• shared policy tooling, training, and procurement guidance

It also makes explicit what this proposal is not:

• not a censorship tool
• not a city-wide internet access control system
• not a requirement to disclose everyone’s age online
• not an age-broadcasting layer for devices or apps

The draft is structured to follow the sections expected by lip-0001.md, including motivation, specification, rationale, stakeholder impact, transition, implementation, and governance.
