fix: repair and surface the code review kit

Summary

• repair the code-review kit runtime and remove broken tracked artifacts
• replace hardcoded Lamatic wiring with environment-driven configuration
• add ESLint support and clean up the package/tooling setup
• remove committed dev-server logs and surface the kit in the root README

Verification

• cd kits/agentic/code-review && npm run build
• cd kits/agentic/code-review && npm run lint
