Update the SDK to 12.8 and include the interop files for macOS and Windows for future support.
The decklink sdk exposes strings as CFStringRef on macos instead of const char * so we need to add code to convert this to const char

This pulls in the latest sdk with the macos includes.
The decklink sdk exposes strings as CFStringRef on macos instead of const char * so there is some new conversion code.
