The TEOS AI Guard is the official safety gate of the Elmahrosa Sovereign Stack. It ensures that no AI output—whether a risk signal, a policy suggestion, or an anomaly detection—is ever executed autonomously.
In the TEOS ecosystem, AI does not govern. This repository acts as the physical "Circuit Breaker" that prevents machine-originated authority from reaching the Sovereign Execution Kernel without a verified, human, institutional signature.
- Mandate: AI output control, mandatory human-in-the-loop (HITL) enforcement, and risk escalation.

To prevent autonomous "Machine Drift," TEOS-AI-Guard enforces three critical safety tiers:
- Detection ≠ Enforcement: AI systems may identify a threat, but they cannot block a citizen or a transaction without an authorized human "Yes."
- Credentialed Ratification: Approvals are only valid if signed by a human officer with the correct governance "Scope" (defined in TEOS-Governance).
- Automated Blocking: If an AI recommendation violates a pre-set Constitutional or Compliance rule, the Guard blocks it before it even reaches a human for review.
