Make frogs float up when idling

This is a proposal to make frogs slowly float to the water's surface when they are idling. In my opinion, this looks better than them idling suspended underwater. The will still submerge themselves when swimming around.

I haven't work with mobs before, let alone creatura specifically, so the code may have some mistakes.
