- delete proposals after the jam

Before we merge I should probably also add an announcement when a jam gets extended. For now I shall sleep though |

We should get away without having to do any data migration from deleting proposal.used right? I mean the values can just rot there |

myeah seems fine, just remove the package-lock.json, i may have done an executive decision in 'do this and that' to move to pnpm
