Add MuleSoft Mule 4 Employee Service API to catalog

Summary

Adds ts-java-mulesoft-employee-service-api to the repo catalog and upstream map. This repo was imported (clone-and-push) from sf-partner-solutions/hrm-service-api — a MuleSoft Mule 4 REST API with OAuth2, PostgreSQL integration, and APIKit routing.

Changes:

• catalog/repos.md: New entry in the Technology Stack Repos (ts-) section with description, tech stack, key contents, and build notes
• catalog/upstream-map.yaml: New upstream mapping entry with source URL and import method (alphabetically positioned between ts-angular-springboot-jhipster-sample and ts-java-spring-boot-realworld-example-app)

Updates since last revision

• Fixed alphabetical ordering of the ts-java-mulesoft-employee-service-api entry in upstream-map.yaml (was incorrectly placed after ts-sas-legacy-codebase; now correctly placed before ts-java-spring-boot-realworld-example-app)

Notes

• Build was verified on Linux with Java 17 + Maven 3.9.6. The default Maven 3.6.x is incompatible with mule-maven-plugin:4.0.0 — this is documented in the Build Notes field.
• No workflows were removed from the source repo (it had none).
• The repo is not part of any cluster (standalone import).
