Linear has threaded comments. Utilize them for claiming and plan discussion #437
Description
For plan discussions and approvals, use the threaded ability of Linear comments. Make sure that comment-based flows work in threads and parent comments alike.
When leaving a plan comment, leave the instructions for follow-up
"The plan above is ready for your review. Reply with your feedback to request changes, or reply with an approval (e.g. "LGTM", "looks good", "approved") to proceed.

as a reply to the plan thread. Direct the user to reply to the plan comment in the thread (though still watch for comments outside of the thread as well).
