Support Dart LSP "Find Test/Implementation File" `dart.findTestOrImplementationFile`

There are some extensions in VSCode that allows me to directly jump to a test, if the test file does not exist it asks me if I want to create the file.

Sure with pleasure. So there is a extension that allows the option of "Go to Test File / Go to Implementation". If the test file is not existed on the path it will ask you if you want to create the file. If the file is existed than it will navigate to the path.

This is a dart-specific LSP action dart.findTestOrImplementationFile. I found the PR which implemented this for vscode here:

• Add a "Find Test/Implementation File" command that works like "Go to Test/Implementation" but opens file picker if no target file is found Dart-Code/Dart-Code#4774

Currently it is not possible for extensions to handle custom LSP actions, nor to prompt the user conditionally to create the file if it doesn't exist, but I'll leave this open for tracking purposes.
