Bug: Local dev does not work

I just tried running this locally following this. Upon navigating to /, I was redirected to the login page which gave Invalid URL error on postgres(process.env.POSTGRES_URL!). line.

Is a valid PostGRES instance necessary to run this app locally? This is not mentioned in the docs at all.
